John R. Searle, “Minds, Brains, and Programs,” Behavioral and Brain Sciences 3 (1980). The Chinese room: an English speaker follows a manual that correlates Chinese input with Chinese output. To observers, the system understands Chinese. Searle says the man does not, and neither does the room.

Searle 1980, BBS 3: 417–457. The article is a target paper with peer commentary. Turing’s 1950 imitation game is the neighbor Searle is refusing to let settle the matter.

Syntax is not semantics, in his slogan. The slogan is an argument, not a measurement. Critics say the system understands even if the man does not. That reply moves the subject. It does not show a feeling inside the cards.

Interpretation

This is not a proof that machines cannot be minded. It is a claim that a certain kind of program, described a certain way, has not yet earned the word understand. Turing asked a different question.

Question

Whether understanding is a feel, a use, or a causal power of brains is the leftover.
